IUCN/TRAFFIC Analyses of Proposals to amend the CITES Appendices at CoP17


Welcome to the IUCN/TRAFFIC Analyses download page for the CITES CoP17 meeting.

The Analyses aims to provide as objective an assessment as possible of each amendment proposal against the requirements of the Convention as laid out in the listing criteria elaborated in Resolution Conf. 9.24 (Rev. CoP16) and other Resolutions and Decisions that have been adopted by the Parties.

The IUCN/TRAFFIC Analyses Team takes full responsibly for the Analysis paragraphs, which are only finalized at the end of the project. Those named as “Reviewers of summary information” (previously listed as Reviewers) have only reviewed the information compiled by the Analyses team in the Summary paragraphs for accuracy and gaps. Reviewers do not see or have responsibility for the Analysis against the relevant criteria.The final text expressed in this publication does not necessarily reflect those of IUCN or TRAFFIC, nor the reviewers as a body.

The IUCN/TRAFFIC Analyses was undertaken in a shorter period than in previous years, just 10 weeks, in order to better fit with the decision making processes of Parties. We have therefore been unable to go into as much depth in terms of additional research as in previous iterations.

The below table presents the Analyses for each of the 62 proposals submitted for consideration at CoP17, as well as background documents for proposals relating to the African elephant (available under Prop. 14) and Pangolins (available under Prop. 8). To download the Analyses for a specific proposal, click on the relevant link in the far right-hand column (French and Spanish versions are forthcoming).

To assist Parties in downloading only the Analyses for which they are a range State and/or Proponent, the table can be automatically filtered by searching by country (e.g., United Kingdom) in the main search box above the table. This search box can also be used to search by species group (e.g., mammal, reptile). Alternatively, the table is searchable by proposal number, proponent and species.
